Don Carter served on the board of the DNR during the administration of President Jimmy Carter. He was appointed to the board by Gov. Carter and served on it under five governors. He helped acquire land for North Hall Park, and his name is on the entrance sign. Visitors can access the park off North Browning Bridge Road, a tree-lined drive from Clarks Bridge Road. Don Carter once called North Hall the “nicest park in the state of Georgia.”
